The small smudge to the right of the reversed box that says THE PUNISHER! Here are the grader notes. Ight finger bends front cover; light spine stress lines breaks color; small crease left bottom of back cover.
Doesn't sound like enough to me to knock it down so far. The spine ink-breaks are only in the black rule line and very tiny. Not sure I see the finger bends. Yes, the crease is there on the back cover, but it is small and in a non-printing area.
Personally, I think the grader just got up on the wrong side of the bed that morning. Provenance: I collected comics in the late 1960s through the late 1970s in Kansas City along with my friend Mike.
I haven't been able to give in to the temptation to sell my collection yet, but Mike asked me if I would help him sell his comics and a few related novelty items. They range in quality from poor to near mint/mint and include some key issues like the first appearance of the Punisher in Spider-Man and the first appearance of Wolverine in the Incredible Hulk. In general, I'm starting out with the lesser quality ones as I build up a good feedback profile.
I'm not a professional grader, but I'll describe them as accurately as possible and answer any questions you may have. I tend to point out the flaws more than tout the virtues.
